Motion: Transmit Community Letter Regarding Automated Surveillance

At the January 15, 2026 Vashon-Maury Community Council meeting, a motion was submitted by the chair of the Technology Response and Advisory Committee, Nicole Àine, to transmit a community letter regarding automated surveillance.


By collecting and retaining data continuously and without individualized cause, Automated License Plate Readers initiate monitoring in advance of any observed harm and shift assessment, away from direct human observation. Ordinary movement through public space becomes a source of data and potential scrutiny rather than a neutral aspect of daily life. 


Over time, the normalization of such systems contributes to broader surveillance practices that raise concerns about proportionality, transparency, accountability, and the concentration of power—particularly in small communities where trust and consent are essential to public safety.
